   Sammanfattning : The purpose of this study was to examine how different Swedish municipalities proceeded to transform the sanction youth service to practice in the context of the laws, the preparatory works and the guidelines which concern the sanction. Semi-structured interviews were used to acquire the material along with a so-called interview guide, which consisted of a list of fairly specific themes that were intended to be dealt with, but the interviewees had freedom to formulate their answers in their own way and it was possible to also ask questions that were not a part of the interview guide, such as supplementary questions.
