Vem bär ansvaret för rätten till utbildning? En studie av debatten om skolplikt och rätt till utbildning i grundskolan

Sammanfattning: The purpose of this study was to examine the responsibility for children’s right to education. More precisely the aim was to find out who, in the on-going debate, was presented as being responsible of making sure that children, who have the right and obligation to attend school, actually do so. In my study I did a document analysis of two newspapers, one for teachers; Lärarnas tidning, and one for social workers; Socionomen. I also looked through Sveriges Radio, Ekots, News Archive, for comments by the public, and did a document analysis of those comments. In my study I wanted to look at the on-going debate and therefore I chose the time period from January 2009 until March 2011. My analysis was based on how different perspectives affect the view of who is responsible. The result was that it is hard to determine who in the debate is presented being responsible because there are many different views regarding this problem. Another result of my study is that social workers are not active in the debate and they are not pointed out as being responsible. Different groups that are presented as being responsible are, for example, parents, schools and teachers. The conclusion was that, depending on how someone defines the problem, different groups appear to be responsible. Another conclusion was that the reason for social workers being absent from the debate could be that there are many competing social problems which concern social workers.
