Implementering av miljökvalitetsmål : En analys kring miljömålsarbetet vid länsstyrelserna i Blekinge, Skåne och Örebro län

Sammanfattning: The works of an employee within an authority involves many laws and rules that have to be followed at the same time every case is unique and the resources are limited. This study wants to illustrate how national environmental goals are applied by länsstyrelserna in Sweden. How does the implementation of the environmental goals works by länsstyrelserna in Blekinge, Skåne and Örebro län? Which problems creates obstacles in the implementation of the environmental goals according to länsstyrelserna? What differs between länsstyrelserna in the implementation? Mainly it is the complexity of problems that will be illustrated here, which may result in different implementation sof the environmental goals by länsstyrelserna or that the environmentalgoals do not applys like intended. In this study sixteen national environmentalgoal are examined; “fresh air”. “natural acidification” and “a good settle environment”. This has been done through my theory of implementation and the three criteria of Lennart Lundquist. The material this study is based upon comes from books about implementation and interviews with persons working with the environmental goals by länsstyrelserna I chosen to analyse. Five persons from länsstyrelserna and one person from the council of environmental question have I interviewed, to see what they thinks about the work of the environmental goal. The result shows that länsstyrelserna experience coordinationproblems and lack of resources which creates an obstacle to achieve the environmental goals. Länsstyrelserna describe problems to involve the municipalitys in the environmental work and their important role in the implementation and achieving of the goals. To achieve a successful implementation more resources must be provided as well as information and cooperation. The environmental goals are not implemented in the same way by the länsstyrelserna and this is because of the different in the condition every länsstyrelse dispose over.
