Post-Paris: Sidas ojämna implementering av Parisdeklarationens principer

Sammanfattning: This report discusses and analyzes the uneven implementation of the Paris Declaration on Aid Effectiveness in the Swedish International Development Agency, Sida, using three perspectives originating in organizational theory; instrument, culture and myth. While Sweden is considered one of the most progressive donor countries in regard to certain areas of the Paris Declaration it has received criticism of the lack of implementation in others. Hierarchic factors such as the direct subordination of Sida to the Swedish government are a component in the prioritizing of certain Paris Declaration principles, as well as goal conflicts between the interests of the Swedish Government and the Paris Declaration regarding effective aid. Path dependence is also a factor, as Sida seems to favor principles similar to those found in Sidas aid history. Hypocrisy within Sida as an organization might also explain why certain principles are given more attention and resources than others.
