Genusintegrering: Initiativ – ja! Genomförande – ok! Utvärdering – är det ett måste?

Sammanfattning: The Swedish Defense Force has taken several initiatives to integrate a gender perspective in its organization and missions. Two well-known gender projects, MOT Juliette and Gender Field Advisor seem to have lacked being thoroughly evaluated despite the positive picture given in the media. Due to inner and outer pressure of developing the recruitment process, attitudes, mandates etc, many gender focused initiatives have been taken within the organization. This master thesis aims to find plausible causes to explain the experienced discrepancy between realizing gender integration projects and the evaluation focusing on attitudes in the personnel. Documents, produced by the Swedish Defense Force and interviews done with involved external organizations serve as the material, on which Jha and Iyer’s criterions for evaluation are tested. To further challenge the material, it is analyzed though Susan Walby’s gender ladder. By analyzing evaluations and connected documents of projects in 2006-2009, and cross viewing these with interviews, I have found that the attitudes within the Swedish defense force cannot, by first look be appointed as the main cause why not evaluating the gender integration projects.
