Ansvar eller lönsamhet - En studie av Svenska Spel och Systembolaget

Sammanfattning: This paper examines Systembolaget and Svenska Spel, two Swedish state-owned enterprises, both functioning as monopolies. Systembolaget is the state owned monopoly for marketing of alcoholic beverages. Svenska Spel is the state owned gaming operator. Svenska Spel's task is to provide citizens with gaming products. Both companies are expected to market their products and services while taking caution and minimize damages, but are also supposed to deliver various degrees of economic revenue. Using theories such as Rombach's objectives on performance management, Brunsson's theories on the firm and political organizations and others we try to explain how operatives' reflect on these issues. Is there a conflict between the two targets If so, how do operatives handle that conflict Systembolaget and Svenska Spel are facing different levels of competition. Systembolaget has seen some degree of competition from internet-based private distribution and customers going abroad to stock up on alcoholic beverages. Despite this, Systembolaget is still by far the main player in its field. Svenska Spel however, is facing competition from a large number of players on every field. We have found that Systembolaget and Svenska Spel handle their goals in different ways, much because of their different competitive situation.
