Papperslösa i Svenska kyrkan – en enkätstudie om sätt att hjälpa och konflikten mellan normer och regler

Sammanfattning: The Swedish migration agency (Migrationsverket) believes that newly sharpened rules for asylum will increase the number of undocumented immigrants choosing to stay after getting a rejected asylum application. Since it is illegal to hire undocumented immigrants many are being "payed under the table" or receive welfare or aid from NGO:s. This essay investigates what one NGO, the Church of Sweden (Svenska kyrkan) and more specifically parishes in the dioceses of Lund (Lunds stift), does for undocumented immigrants. I also wanted to investigate the consequences of a hypothetical change of rules and how the will to help and the will to follow rules and authorities interact to explain a predilection for breaking rules. This was done using an electronic survey sent to all priests, deacons and parish pedagogues in the dioceses of Lund asking questions about how often and what kind of help was given to undocumented immigrants; to gauge the responsibility they felt to help undocumented immigrants; how important they felt it was to follow rules made by different authorities; and under what circumstances they were willing to break rules concerning helping undocumented immigrants. The answers was analysed using multivariate regression analysation and Scotts theory of the pillars of institutions. I found it quite uncommon for the professionals in the dioceses to meet undocumented immigrants but when they do it is often for counseling and aid in the shape of food and clothing. I found that both the feeling of responsibility to help and valuing authorities influenced the readiness to break rules but that the former had the greater impact.
