This essay is studying parliamentary bills from 2000-2015, which has been raised in the question and the essay is embracing a democratic view where Robert Dahl’s theory about democracy is used as a foundation to the ideal types openness and political equality. The parliamentary bills are suggesting regulations as a registration of lobbyists, a code of conduct, an education and a quarantine-time. The aim with the essay is to investigate what a regulation of lobbying and the insertion of quarantine have for impact on openness and political equality. The result is that the parliamentary bills are taking openness in consideration a lot more than the political equality. Most suggestions are based on that lobbying have to be more open but the problem with inequality is not handled in the same extent. A several suggestions are even decreasing the political equality. Since the parliamentary bills do not handle the democratic ideal types to the extent that is necessary, it can lead to a democratic deficit in the debate of regulation.
