Barns rättigheter i utveckling : en idéanalys av UNICEF:s strategiska plan för åren 2014-2017 utifrån två olika rättighetsperspektiv

Sammanfattning: This essay is a descriptive idea analysis of the rights perspective shown by UNICEF, the United Nations Children’s Fund, in their Strategic Plan for the time period of 2014-2017. The purpose is to examine how an understanding of rights is shown by UNICEF, in accordance with the principles set forth in the human rights-based approach to development that the organization is committed to follow. This human rights-based approach shapes my theory in the first part of my analysis. Further on, my aim is to nuance UNICEF’s rights perspective through the theory on rights and development shaped by Thomas Pogge which has a greater emphasis on accountability. I do not discuss the practical feasibility of the strategic plan by UNICEF in this essay. The findings of the analysis show that UNICEF’s rights perspective is greatly in accordance with the human rights-based approach contained within my theory. UNICEF focus especially on the most disadvantaged children within their work and use the inter-dependence of rights to create an overall fulfillment of children’s rights. Pogge’s theory nuances the organization’s rights perspective within the area of accountability and measures for a world of justice. With a rights perspective influenced by the theory of Pogge, this essay concludes that UNICEF should identify the rich countries of the world as duty-bearers for rights and demand that they accept their responsibility. UNICEF should also focus their work on advocacy for a fair institutional order in which development is possible.
