Övervakning av svenskt sjöterritorium - Rationell samverkan eller vattentäta skott?

Sammanfattning: This bachelor thesis deals with the collaboration between the Swedish Armed Forces and the Swedish Coast Guard. Ever since 1987, there has been a political ambition that the Armed Forces and Coast Guard should cooperate more closely in the field of maritime surveillance. These goals have not been achieved despite political decisions and the authorities jointly developed objectives. To identify the underlying reasons, I have applied Allison's three different theories on this case. The main outcome of the analysis shows that the reason why the objectives have not been achieved, can be found in the fact that the Swedish Armed Forces and the Swedish Coast Guard have not succeeded in translating the objectives into practical action. Furthermore, the reason for lack of practical action is likely to be found in the fact that the two authorities have different needs and thus different levels of ambition. Additionally, there is also a secondary reason, which can be traced to the lack of follow up from a political level.
