”Det är inte Malmö stads kris, det är Sveriges kris. Det råkade bara vara i Malmö” – Aktörer från Migrationsverket, Malmö kommun och frivilligorganisationers upplevelse av flyktingkrisen i Malmö 2015

Sammanfattning: The aim of the study was to investigate how actors from the Swedish Migration Board, the municipality of Malmö and non-governmental organization experienced the arrival of refugees in Malmö in the autumn of 2015. We collected our materials with a qualitative approach and through semi-structured interviews. Our questions will help us to investigate how the actors felt that the refugee crisis affected their freedom of action and commitment and if they experienced each other's commitment to be constructive or counterproductive. We examine how the social and legal space of action helped to shape their experiences of the crisis. To answer these questions, we´ve used the theory of norms by Hydén along with Habermas's theory of communicative action, lifeworld and system. The results showed that their experiences differed depending on which space of action they had, and what expectations other actors had on them. This created a major impact on the crisis work when the interaction didn´t take place on equal terms.
