Återbrukssystem för möbler i kommunal sektor - hinder och möjligheter för cirkulära lösningar
Sammanfattning: With today’s consumption trends it has become important to use resources more efficient and work towards a more circular economy. Municipalities may do so by using a re-use system for furniture, which means that they can mediate their furniture via an IT software and re-use them within the organization. It is also possible to connect services to the system, e.g. reparation and transportation services. However, companies in the re-use business report that there seem to be obstacles regarding the introduction of re-use systems in the municipal sector. This study has therefore investigated barriers in the introduction, implementation and using phase of re-use systems. Success factors have also been identified. Municipalities, with and without re-use systems, have been interviewed to answer the research questions. This study shows that the most significant barriers during the decision making are low priority regarding the adaptation of the re-use system, allocation of responsibility as well as selection of IT software. The primary barriers when implementing a re-use system were guidelines from higher authorities, lack of resources and no inventory of stocks. The main difficulties when using a re-use system associate with poor inflow of furniture to the system, which may depend on attitude problems and old habits among the users. The transportation of furniture and absence of storing space were also held forward as barriers. To successfully implement and use a re-use system municipalities should, first and foremost, make sure that the decision is supported by the management. It is also important that resources are allocated for the maintenance and communication regarding the system. Furthermore, a warehouse for storing furniture and a user-friendly IT software are additional success factors.
