    Sammanfattning : I Malmö stads översiktsplan fastslås en ambition om att i högre grad involvera medborgare i planeringen för att göra staden mer jämlik och socialt hållbar, samtidigt som planeringen kan bli mer effektiv när planer kan förankras genom att involvera medborgare i ett tidigt skede. Men för att involvera medborgare i planeringen, i ett tidigt stadie, krävs det att det görs ansatser som går utöver de lagliga krav som Plan- och Bygglagen ställer på planförfarandet om medborgerligt demokratiskt inflytande. To attain the objective, the thesis intended to answer the subsequent queries; (i) what notable institutional changes were brought in the European Union pre-and-post financial debt crisis; (ii) what role did the Parliament, the Commission, the Council and the Court of Justice play pre-and-post financial debt crisis; were their roles enhanced by the financial debt crisis?     Sammanfattning : The powers and influence of the European Parliament (EP) and its committees have grown, mainly by the extension of the co-decision procedure through the Lisbon Treaty, and the increase in number of decisions and policy areas handled by the Parliament. It is in the parliamentary committees – whose political composition reflects that of the Parliament as a whole - that most of the work, deliberation and informal decision-making of the EP take place.
