This thesis examines Chile’s green hydrogen policy from a political ecology perspective, in the context of 1) the Chilean state’s conception of green development; 2) hydrogen’s political, economic, and ecological challenges to scale; and 3) the left-wing government’s attempt to implement a socially and environmentally just environmental policy paradigm. Increasing production of all relevant medical goods and ensuring their equitable distribution has been argued as a necessity to contain the pandemic, which led to the South African and Indian delegation in the TRIPS Council of the World Trade Organization to propose the implementation of a TRIPS waiver to ensure that intellectual property does not pose a barrier to increased production. This is achieved by applying the Roman concepts of hospitium and dona militaria as well as theoretical frameworks such as provincial ritual practices and cultural hybridisation to a predefined group of material culture.
