    Sammanfattning : This paper addresses the problem of urban transport management in Sofia ? the capital city of Bulgaria. It highlights the tensions and contradictions in the current policy and practice and suggests that the adoption of mobility management in policy making would elevate municipal capacity to deal with complex transport-environment conflicts and set the framework for a sustainable development of the transport system.
