    Sammanfattning : The purpose of this study has been to use Birkland’s (2009) theory about crisis induced learning to see how the collective learning process has worked for the three actors Stockolms Stads Trafikkontor, Trafikverket and Stockholms länsstyrelse after the two large cases of snow falls 2012 and 2016. I found that there was a need for this study as there are very few studies done that focus on how collective learning works in collaborating organisations despite of the fact that it is an important factor for a strong crisis management capability.
