    Sammanfattning : För att få lov att demonstrera krävs att anordnaren ansöker om tillstånd för allmän sammankomst i enlighet med ordningslagen (1993:1617) som Polismyndigheten sedan kan godkänna eller avslå. Syftet med uppsatsen är att utreda om det bör vara möjligt att vägra tillstånd till en allmän sammankomst och därigenom begränsa mötes- och demonstrationsfriheten med hänvisning till hot om terrorattentat mot Sverige och svenska intressen till följd av den allmänna sammankomsten.
