   Sammanfattning : The main purpose of this thesis is to empirically describe the extent to which and how countries affected by natural hazards refer to these natural hazards as drivers for policy change. In order to realize this, a systematic large-N extensive study with the innovative method of narrative analysis was used to analyze the national progress reports on the implementation of the Hyogo Framework for Action 2013-2015 by searching for the extent to which and how countries affected by natural hazards refer to these natural hazards as drivers for policy change.    Sammanfattning : This thesis attempts to reflect on the current disaster risk reduction policy from a gender perspective, with the example of Hyogo Framework for Action which is the current international framework basis for the disaster risk reduction work. By linking it with the upstream, theoretical discussions in academia, and the downstream, the reports from the member states in terms of implementation, the analysis attempts to find out if the policy is designed in line with the theory, and is reflecting the need in the reality.
