    Sammanfattning : UNPROFOR, den FN-ledda fredsbevarande insatsen i forna Jugoslavien, kan i dag sessom ineffektiv och oändamålsenligt utformad, eller till och med misslyckad, på grundav byråkratiska problem och en ovilja att frångå klassiskt fredsbevarande, vilketförutsätter existerande fred att bevara.
