Om socialnämnden, som är första instans att besluta om bistånd, gör bedömningen att den enskildes behov kan tillgodoses på annat sätt ska socialnämnden även hänvisa till ett alternativt sätt, men huruvida behovet faktiskt kan tillgodoses av det hänvisade sättet utreder socialnämnden inte. Furthermore, this study answers the question: if they have not received redemption from the system, what measures are needed for them to feel satisfied?
