    Sammanfattning : The purpose of this thesis is to explore in which ways the understanding, opportunity and willpower of the Street-Level Bureaucrats can explain the influence that the Child Conventions preparatory work and implementation has had on the preschool staff's implementation after 2020. The aim of the study is achieved by using a qualitative text analysis to analyze interviews and surveys done with preschool staff and staff from the preschool administration in Malmö municipality.
