The set of politicians ought to be diverse and heterogeneous with the aim to include a wide spectrum of interest and concerns.     Sammanfattning : Swedish municipalities vary in size and they are differently vulnerable in regards to alterations and development. During the years 1993-2013 the population decreased in 161 of the 290 municipalities, and the following question leads us to the investigated problem: What is the source of the decreased population, and what are the consequences?
