    Sammanfattning : This essay examines the implementation, between the state and municipalities, of municipal action plans relating to work to counteract prostitution and human trafficking, and whether the successful implementation of municipal action plans has an effect on the number of police reports relating to prostitution and trafficking. The hypothesis for the essay is that the implementation of such municipal action plans should raise the number of police reports, and that, by this measure, the implementation may be considered successful, as per the decision maker's intention.
