This is done through Carol Bacchi’s theoretical and methodological ’What’s the problem represented to be?’ (WPR) – approach which aims to analyse policy through identifying problem representations. Ghana’s agriculture is mainly dependent on rainfall, this makes subsistence farmers majority of whom are women more vulnerable to the impacts of climate change.
