    Sammanfattning : How do some political elites, in unstable democracies with communal divisions, use ethnic, religious, and tribal affiliations for a rhetoric of polarisation and/or reconciliation when running for office? This thesis applies a framing analysis to explore how political elites employ these affiliations in speech acts, mainly political rallies, to construct narratives of polarisation and reconciliation during election campaigns. The theoretical framework is constructed by previous research on “Big Men” politics and the rhetoric used by ex-combatants turned politicians within a context embossed with electoral violence and division. This thesis analyses how the OHR has contributed to the reconciliation process in Bosnia and Herzegovina by looking at academic articles, information from local actors, analysing the local debate and semistructured interviews within the international community in BiH.     Sammanfattning : This thesis offers an analysis on the memory politics in post-genocide Rwanda, and examines the official narratives regarding history, ethnicity, and identity in order to analyse how political elites in Rwanda politicises collective identity and transforms the social environment of its population through establishing power struggles. By adopting of a qualitative content analysis, the thesis focuses on the speeches by the president Paul Kagame held at the start of each year’s commemorative event of the genocide, known as Kwibuka.
