   Sammanfattning : This study deals with the impact of the legislative bill that enabled the creation of a regulated cannabis market in Uruguay as a means to combat organized crime in the country. This study will also explore the hypothesis that this legislative bill changed the legal character of criminality as well as reformulating narcotic issues from being a criminal issue into a public health issue.
