By adopting of a qualitative content analysis, the thesis focuses on the speeches by the president Paul Kagame held at the start of each year’s commemorative event of the genocide, known as Kwibuka. The fact that transformations require conscious control and that the Armed Forces have received criticism for their governance is a starting point for this study that analyzes the strategic direction using Carol Bacchi’s WPR-method.
