This thesis aims to explore how the theory of strategic culture, regarded here as an inherent, domestic context in which strategy is formulated, can add nuance to such realist analyses of how small states build and adjust their defence capabilities.     Sammanfattning : The aim of this paper is to gain a greater understanding of the meaning-making process behind Finland and Sweden’s decision to join NATO in 2022, and by so, deviate from their long-standing tradition of military non-alignment. Instead of solely pointing to the Russian invasion of Ukraine as the official reason for NATO membership this paper suggests that the concept of strategic culture can provide one with a greater understanding of their decision to join NATO. Relevance for this study is found in the research gap identified in previous research and intends to be able to produce a deeper understanding of the defense staff's view of the military-strategic significance of the Soviet Union's military build-up.
