By analyzing the findings from nine interviews using the framework of technocratic and socio-ideological controls by Alvesson & Kärreman (2004), we found a significant interplay in the controls. Three research questions are addressed: - What are the practical implications of the increased attention given to the cultural sector by international development agencies in Mozambique? - How does the depoliticization of the Mozambican cultural sector manifest itself? - How do these depoliticization processes reflect broader dynamics between the cultural sector and development in Mozambique? A limited range of frames can negatively impact epistemic conditions for deliberation and lead to decreased engagement by participants who do not share the values proposed by the dominant frames.
