För att undersöka sambandet mellan mål och implementering grundar sig det empiriska materialet dels i sex semistrukturerade intervjuer med beslutsfattare på kommunen, dels i en litteraturstudie som hanterar Uppsala kommuns styrdokument och policys kring miljömässig hållbarhet.
