    Sammanfattning : The purpose of this study is to contribute with empirical data to create an understanding of how the hbt-specialists involved in the implementation process look upon their own discression and opportunities to influence the implementation of hbt-policies in the Swedish Agency of Migration (Migrationsverket). The study consists of three semi-structured interviews, to not limit the respondents answers and to ensure they can speak freely in order to capture their reflections and interpretations of the implementation of the hbt-policies.
