Denna lagändring blev ett avsteg från likformighetsprincipen med avseende på att beskattningen är ojämn då vissa får betala ett fast belopp i fastighetsavgift medans andra får betala ett progressivt belopp beroende på deras taxeringsvärde om de inte når upp till takbeloppet.
