    Sammanfattning : Previous studies in the field of hazard prevention have found that governments are generally unsuccessful in adopting crisis related policy following learning attempts after crises. This study asks if there could be problems with the feasibility of the instruments proposed by the learning attempts, using Swedish government inquiries as an example of such a learning attempt.
