    Sammanfattning : This thesis is an exploratory study with the aim to identify and analyze similarities and differences between different actors perspective on adequate and equal protection against accidents. The study shows that no common understanding of the meaning of the terms adequate and equal has been reached since the Civil Protection Act (LSO) was taken into use. LÄS MER
