Sammanfattning: Based on the opportunities and challenges public libraries in Sweden face duringdigital transformation, the purpose of this study is to investigate how library managers view digitization in relation to libraries ́democratic mission. The study is limited to experiences during march 2020 – march 2021; from the start of the Covid19 pandemic and one year onwards. Qualitative interviews were chosen as methodbecause informants ́experiences should be studied, nine managers in three municipalities was interviewed. Informants have managerial responsibilities at local, cityand administration level. The study was conducted with Goffman ́s theory offrames and the data collection, analysis and result presentation was based on thestructure of Orlikowski and Gash model for technological frames.The result show how change during the period has accelerated libraries´ digital development; for instance because population needs have been more visible and a lotcompetence development for employees was required. Employment creativity andcourage to develop has been positive reactions in many libraries.Gaps due to increased digital exclusion among parts of the population have becomevisible but there is potential to meet problems through conscious development ofdigital services in combination with regual operations. In addition to the opportunity to take a new role as organizer of digital activities managers describes theneed for coordination of systems and digital platforms.Conclusion of this study is that managers see democracy as a strong value but therelation between the democratic mission and technology is complex. The connection is not unambiguous but there are examples of activities that shows the connection and activities like these has potential to develop further.
