Civilförsvarets betydelse för Sveriges säkerhet - En diskursanalys kring maktfrågan i totalförsvaret

Sammanfattning: The Swedish preparations for war have decreased rapidly since the end of the cold war. The internationalization of the Swedish Armed Forces, together with the phase out of the civilian defence, was a direct measure of a worldwide peace between nations. However, in recent years, the situation has changed, and the nation faces a specific threat yet again. The purpose of this study is to investigate the discourse on the question of power regarding the role of the civil defence and its change over time in 2008 and 2014 defence policy´s. A discourse analytic method, based on three questions of the WPR-method by Bacchi, has been chosen for the study. The questions were analysed by the light of Michael Desch and Peter Feaver. The result of the study shows that the issue of power, regarding defence policy, is largely owned by the politicians without influence of the military.
