Artificiell intelligens: Den osynliga makten? : En kritisk maktanalys av EU-kommissionens AI policy

Sammanfattning: Artificial intelligence is expected to change our world. The technique is predicted to have a lot of potential to solve global challenges, but it also comes with some problems that needs to be solved. The EU Commission has developed an AI strategy to examine and answer to the possibilities and the challenges with the technique. The study focuses on two risks related to AI: the risk that the technique may lead to increased inequalities and the risk that AI may discriminate historically disadvantaged groups. One of the causes behind the risks is that the power over data is concentrated to mainly western corporations, but also that it is mainly white, young, men from western nations that is developing AI. Therefore, this thesis examines the Commissions AI strategy in regards of power relations. The method that is used is a discourse analysis to analyse the Commission's AI strategy. The result of the discourse analysis is then analysed through a theoretical framework. The theoretical framework is a mixture of critical race theory, feminist theory and postcolonial theories. The study finds that the Commission's interest to handle the eventual increase of inequality is weak, since it barely highlights the issue. The Commission is, though, eager to solve the risk that AI may discriminate and gives solutions on how to solve the problem. The measures the Commission is suggesting is inter alia diversity and participation. Though, depending on how diversity and participation is applied, the results can vary.
