Sammanfattning: Many Swedish municipalities create documents regarding their visions, ambitions and plans for the future. These documents display the strive many municipalities, cities and other areas have on ensuring their noticeability on the map, further enhancing their uniqueness compared to others. In the strive to achieve this, some values might be forgotten; especially those assuring justice and inclusion of every citizen in the visualised future municipalities. Therefore this study aims to se how a selection of the visional plans made by Swedish municipalities (based on a group division made by ”Svenska Kommuner & Landsting”) talks about the aspect of justice. Justice will in this case be defined as three of the arguments of what constitutes a just city – democracy, equity & diversity - made by Susan S. Fainstein (2012) in book with the same name. The municipalities studied using a normative method are Gotland, Valdemarsvik and Malung-sälen. In conclusion the study shows that the municipalities studied all talk about these three values in their visional plans but often lack a more substantial description of how to ensure these values.
