Sammanfattning: This master thesis aims to investigate how two hydrological principles, increased awareness of the whole catchment area and planning urban environments in a smart way with respect to flood risk, can contribute to a more sustainable municipal planning and management of stormwater and cloudbursts. By combining analysis of municipal planning instruments and interviews with professionals with insights into the municipal cloudburst and stormwater management, the study examines how integrating these principles in the planning can contribute to increased resilience, climate adaptation and risk management in urban areas. The study presents four key aspects of municipal planning and management and how these depend upon each other and together can enable sustainable urban planning. To plan and implement measures according to the two principles the right prerequisites are of great importance. The strategies behind these measures are based upon the collaboration, the balancing of interests and how the planning instruments are used. This enables for the municipalities to plan smart from the start, based on a comprehensive understanding regarding where and how measures are of most value.
