Minskning av matsvinn i skånska kommuner - En utvärdering av Översta Steget

Sammanfattning: According to EU directive 2008/98/EG all member states are obliged to strive for a sustainable use of resources. To achieve this, Sweden, as well as other states, have developed waste treatment plans to ensure that waste is being responsibly treated. However, the most crucial step is to prevent unnecessary recourses to be used in the first place. In an attempt to follow the directive in southern Sweden a pilot project called Översta steget was developed by Hållbar Utveckling Skåne, Länsstyrelsen Skåne and the consultant firm Marla Miljödialog. The purpose of this study is to evaluate how Lund, Svedala and Eslöv have experienced the project. The three municipalities have chosen to focus on the reduction of food waste, which is also the main area of this study. Through a semi-structured method, project leaders in the municipalities were interviewed to answer the research questions of this study. Environmentally responsible personnel in the municipalities of Hässleholm and Helsingborg were also interviewed to create a reference to Översta steget. Literature about Göteborg’s waste treatment plan was also used. After analysing received information it can be concluded that all project leaders were satisfied with the project, confirming that the knowledge about how to decrease food waste has developed within their facilities. The project has worked out well and a growing interest in the issue has arisen. Nevertheless, several adversity factors were identified through the study, lacking communication and motivation being the most crucial ones. For future studies, it would also be of interest to see how similar projects are being perceived by other parties involved. Hopefully, this would help to identify more adversity factors and ways to surmount them.
