Näthat, människa och myndighet - En explorativ kartläggning av statligt och ideellt arbete mot näthat i Sverige
Sammanfattning: The purpose of this thesis is to map how the Swedish government, authorities and non-profit organisations work in conjunction to counteract the negative discourse that exist on the internet. To achieve this we review research that identify the psychological aspects that affect how we behave in a digital environment. These aspects are in turn affected by the lack of social norms in the environment they exist in and have shown to have the capacity to increase criminal behaviour. To explore these phenomena relevant theories are recounted which describe how criminal behaviour is affected by psychological and technical aspects and how these affect each other in turn. Thereafter we describe the results derived from the interviews held with interest groups that we have deemed to be relevant for the work against online hate speech, and discuss the findings in the light of previously recounted theory. Finally we describe how current efforts against online hate speech is hindered as involved authorities and organisations lack coordination on a national level in managing and structuring their work, and how this in the long run becomes a threat to fundamental democratic rights and the individual integrity in Sweden. In conclusion this study identifies deficits in the Swedish legal system regarding the national ability to process threats and hatecrimes that takes place on the internet.
