Sammanfattning: This master’s thesis deals with problems and opportunities when it comes to cooperation between compulsory schools, upper secondary schools, school libraries and public libraries on Gotland. The goal of this thesis is to investigate which ideas exist among public librarians, school librarians and headmasters when it comes to taking responsibility for the students’ information literacy, basic library knowledge and passion for books. It also examines some of the problems they meet when trying to work together around these tasks. Using a theoretical framework from two new institutional fields, the normative and the sociological, which focuses on changes in organizations from a social and interpretative perspective, it is possible to study how interpersonal relations affect the development in library organizations. Through qualitative interviews with eight librarians, one administrative manager and three headmasters and by using an ideological method of analyzing interviews, it is shown that different groups of professionals have different ideas about the role that each library plays or is wished to play. It also shows that because of vague role definitions of the different libraries, the group of headmasters do not see the benefits of different types of libraries but wants more joint use libraries. During the last four years a group of librarians and school librarians have worked with a library plan that will state the goals for all library service on Gotland. The plan also includes the school libraries. The study reveals that because this has been done without cooperation with the headmasters, problems may occur when trying to implement the plan.
