Frekventa skolbränder skiljer sig mellan kommunerna : Skolan och räddningstjänstens förebyggande arbete

Detta är en Uppsats för yrkesexamina på grundnivå från Luleå tekniska universitet/Byggkonstruktion och brand

Sammanfattning: The purpose of this study was to create knowledge and an understanding about how schoolsand fire rescues work in two communes, Helsingborg and Luleå. The other aim of this studywas to understand why there was a statistical difference regarding the school arson quantitybetween the two cities The following questions have been asked:• How do the schools and fire rescues work to prevent arson in schools?• What is the reason that there is a statistical difference when comparing the quantity ofschool arsons that occur in the two communes? A survey was made for and sent to five schools and one fire rescue in each city. The surveycontained questions pertaining to, for instance, how they worked preventively, and theirknowledge of other cities prevention efforts. The result was a deeper understanding about how prevention works. One conclusion thatcould be drawn was that the method of the prevention work between the communes dependon the commune. There was a lack of open communication between the communes as regardsto their own methods of prevention. This meant that each commune seemingly preferred tokeep to themselves and lacked the desire to share information with one another. Through a literature study and the survey, the conclusion could be drawn that it is notpossible to determine why there is a statistical difference. One theory is that the statisticaldifference is due to many underlying factors that affect the outcome of the preventative work, such as, social circle, family relations and crime. The study has not taken into account whichfactors play an important role in the statistical difference, but only that there are influencingfactors. The questions in the study are supported by Persson et al. (2013) report about situationalmeasures as well as secondary preventions. The report further mentions how the relationshipbetween children and grownups, the presence of the emergency services, and the appearanceof both camera surveillance and combustible material play a role in the likelihood of a schoolfire occurring. The report confirms the theory that the methods should be adapted accordingto the school and its influencing factors. This is because different problems have differentsolutions. The study can be seen as a prestudy and a way to draw attention to the lack of scientificarticles within this area of study.
