Handlingsprogram för kommunalt säkerhetsarbete ‐ En studie över hur Umeå kommun kan utveckla sitt säkerhetsarbete

Sammanfattning: This master thesis investigates how municipalities can use action program for its safety work and how the municipality of Umeå can improve its work with such a program. Information has been gathered through literature studies and case studies involving the municipality of Umeå, four other municipalities and some of the responsible authorities for the area. Conclusions reached out is that an action program should be seen as a process and intends to provide a tool for the municipal activities, as it will make clear the local targeting process. The results revealed that there are possibilities to improve the safety work with an action program, and not only for the accident protection work but also for the internal protection work and the crisis management. It is urgent for the municipality of Umeå to establish such an action program for the safety work, because there is a need of standpoints from the municipal management of the safety issues and a clarification of the organization, management by objectives and the process of the work. The thesis gives suggestion on how the municipality of Umeå can develop the organization for the safety work and how they can use an action program to improve the work.
