Interkommunal samverkan utifrån ett kommunchefsperspektiv - En kvalitativ fallstudie om Familjen Helsingborg
Sammanfattning: Inter-municipal collaboration is in many cases described as a solution to great challenges for municipals. through collaboration municipalities can solve challenges together and find a way to handle complex problems that alone would have been difficult to handle. As a result of expanded areas of responsibility and deficient finances in several municipalities in Sweden. More and more municipalities are actively working with inter-municipal cooperation to manage new varieties of challenges. Through a qualitative case study, I have studied the collaboration of The Helsingborg Family, where 11 municipalities in north-western Skåne are part of a contracted collaboration. The participants in this study are 5 municipalities, 1 large, 1 medium and 3 small municipalities. I have then compiled the empirical material collected and based on the results, chosen theories to increase the understanding of the phenomenon. The outcome of the studies has shown that collaboration is complex, but the reasons for participating are many for small municipalities. The small municipalities that choose to take this approach do so to fulfil their mission without economic capability. Unlike larger municipalities that have greater financial security and instead choose to do so for other reasons such as image and strengthening of the region where they are located.
