Ekologiskt hållbar handelsplanering? - En fallstudie av C4-shopping

Sammanfattning: Out of town shopping is a growing business that is no longer just about the human need for food and clothes, it has also become an health- and environmental issue. Shopping centres located outside of- and in the outskirts of the city centres are raising the amount of car traffic and also the greenhouse gases. Managing these centres is thus both a global and a local issue which the municipal planners are set to deal with. However studies shows that not enough consideration has been made to the ecological sustainability in the planning and decision making which is why this studie aim to examine how a municipality is working with ecological sustainability in the planning process of an out- of town shopping centre. The examined municipality is Kristianstad and the planning- and decision making process of C4-shopping, 3 kilometres southeast of the city centre. Interviews with planners and decisionmakers and investigation of the policy- and planning documents have been made to see how the ecological sustainability, defined by the swedish environmental goals, are used through the process. This study shows that the swedish environmental goals is not used as a tool in the planning process, that environmental issues are not widespread trough the organization and that the environmental issues are often handled separately from other issues. The local problems are the first to be solved, which means that global issues as greenhouse gases might be negatively affected if the trend continues.
