Hur fungerar informeringen om plastpåsars miljöpåverkan? -Implementering av informationsplikten i förordning (2016:1041) om plastbärkassar
Sammanfattning: This study concerns the obligation to provide information about the negative impacts on the environment caused by plastic bags in the Swedish regulation (2016:1041) about plastic carrier bags. The aim was to investigate how in-formation has spread nationally about the regulation as well as how the obli-gation to provide information has been implemented in the stores. To do that eight semi-structured interviews have been conducted. One interview was with Malin Göransson at the Swedish Environmental Protection Agency, the agency in charge of the regulation, and another with Joakim Brodahl at Håll Sverige Rent, a nonprofit foundation that mainly works to prevent littering. The remaining six interviews were conducted with managers at clothing stores. The stores that were selected were stores of national chains, that have stores in Lund. Half of the stores were also participating in the voluntary initiative One Bag Habit. The results show that the Swedish Environmental Protection Agency has spread information about the regulation through the guide on their website, trade associations, conferences and a webinar. Håll Sverige Rent has per-formed a test-campaign in Västerås called “re-think/re-use” that aims to change the use of plastic bags among consumers. Managers and staff in stores had basic knowledge about the regulation, but it is uncertain how well they understand the requirements it demands of them. The obligation to pro-vide information in stores according to the regulation has been interpreted similarly in all stores. All stores asked if the costumer needed a bag and charge 1-3 SEK for each bag, most stores have information regarding plastic bags on their website and some stores used signs to inform the consumers. This study has not found any difference between stores participating in One Bag Habit and stores that do not.
