Medborgardialog och miljonprogramsområden i förändring : en fallstudie av Projekt DrottningH i Helsingborg

Sammanfattning: The aim of this qualitative case study is to describe and investigate the development of citizen dialogues, which is an important part of participatory planning. In order to include citizens, dialogues are used in projects intended to develop areas constructed during the Swedish public housing programme Miljonprogrammet. Projekt DrottningH, which was initiated 2011 in Drottninghög, Helsingborg, is one of these projects. Four citizen dialogues that have been or will be carried out within the project constitute the focus of this study. By exploring the motives, constraints and strategies to pursuing activities that engage the citizens in Projekt DrottningH, this thesis project shows how the approach to citizen participation has developed over time and what learnings this may contribute to other similar development projects that aim to include citizens. Therefore, the case study is based on the question; How has citizen participation developed within Projekt DrottningH between 2011 and 2020 and what experiences can it contribute? To answer this question, material was collected in the form of documents and five semi structured interviews with six people who are or have been involved in the project’s citizen dialogues. Based on this material, it is clear that some of the motives, constraints and strategies have developed, whereas others have remained the same throughout the project. The motive democracy, the constraint consisting of a high requirement of resources and the strategy dialogue were continuously strong. However, the motive legitimacy was more significant in early stages of the project. Two key experiences from Projekt DrottningH that can potentially be useful in other contexts are the following: creating trust initially between citizens and project representatives is crucial; and that citizen dialogues demand a lot of resources regardless of when they take place.
