Sammanfattning: Although the EU has substantial influence over how and with what Swedish municipalities work, the national level still tends to be the point of departure for the EU cooperation and analysis thereof. This qualitative single case study intends to abandon that tradition through investigating the consequences of EU projects at the local administrative level. Due to a lack of earlier research about the subject, interviews have been conducted with seven representatives from Municipality X who in different ways work with, or whose department is involved in, the EU projects that the municipality owns or participates in. The analysis proceeds from Ahrne and Brunsson’s operationalization of the concept ‘partial organizations’, which can be described as non-formal organizations that arise within, between or outside already existing organizations. This thesis aims to test whether the municipality’s EU projects can be regarded as partial organizations and what opportunities and challenges it, in that case, brings. The result indicates that the projects analysed meet certain operational indicators and therefore can be perceived as partial organizations. Finally, it is possible to conclude that the municipality has to accept new challenges in order to take part of the new opportunities that the projects have potential to generate.
