Sammanfattning: This thesis explores if there is a connection between municipal demographics and how often the municipality involves users with disability in the development of its online services. The thesis derives its theory from previous studies on user involvement and participation (UPI),  e-government development and county bureaucracy. The method is quantitative, with data gathering through surveys aimed at municipality representatives as well as downloaded from Statistiska Centralbyrån. The analysis consists of statistical methods and tests of analysis using the software SPSS. The result is analyzed by being compared to previous studies to find explanations for any existing relationships. The thesis has found some correlation between the size of a county’s population and its user involvement, when developing public digital services. The thesis has also found some correlation between a county’s population size and how often they involve users with disability. Furthermore, the thesis has found some correlation between the mean of age of a county’s population and how often they involve users with disability. The study also shows a lack of awareness of the importance of user involvement. One explanation for the findings could be the bureaucracy that controls the municipal finances.
